Tioughnioga River Local Waterfront Revitalization Program

Thoma Development has been hired by the City of Cortland and the Cortland County Industrial Development Agency to assist in the preparation of a Local Waterfront Revitalization Program (LWRP). An LWRP is:

  • A locally prepared, comprehensive land and water use plan for a community’s natural, public, working waterfront
  • Provides a comprehensive framework within which critical waterfront issues can be addressed
  • Developed in partnership with the NY Department of State Division of Coastal Resources
  • Develops community consensus regarding the future of its waterfront and refines state coastal policies to reflect local conditions and circumstances

The Tioughnioga River LWRP involves 12 communities along the River in Cortland County. The Development of the LWRP was overseen by a local Advisory Committee.
