Linda Armstrong

Linda Armstrong
Linda was Thoma's first employee, joining Bernie in 1980 to form the company. After growing up in western and central New York, she attended the State University of New York at Cortland where she received a B.S.E. degree. Over the years, Linda has performed many roles at Thoma, including development and administration of homeownership initiatives for both new construction and existing homes. Her current responsibilities on the Program Management Team include the management of homeownership and economic development programs, income qualifications, and program administration and reporting. Linda is also certified as a homeownership counselor through the Neighborhood Reinvestment Corporation.

Tina Casterline

Tina Casterline
Tina joined Thoma in 2001. Growing up in Cortland and Moravia, New York, Tina graduated from Tompkins Cortland Community College with an A.A.S. degree in office technology. At Thoma, she assists in the implementation of housing rehabilitation programs, providing services to homeowners and contractors, monitoring loan portfolios, insurance compliance, and providing bookkeeping support. Tina has a background in customer service which, as one of Thoma's receptionists, enables her to meet the needs of our visitors. She is one of the first team members to greet you when you walk through our door. Tina is also certified as a homeownership counselor through the Neighborhood Reinvestment Corporation and a Notary Public.

Matt Gross

Matt Gross
Matt joined Thoma in 2002. After growing up in Cortland and graduating from Cortland High School, he enlisted and served three years in the U.S. Marine Corps. Prior to coming to Thoma, he was a Civil Engineering Technician for commercial construction projects in New York and Virginia. Matt now uses his expertise in the residential sector, assisting in the management of housing rehabilitation programs. He also performs home inspections for our private customers. Matt is trained as a Radon Measurement Specialist, is certified for level-300 mold inspection and sampling, and trained in lead-based paint interim controls

Annette Huskins

Annette Huskins
Annette came to Thoma in 1995 after returning from Sarasota, Florida to Cortland County. She attended Manatee Community College and has many years of experience in customer service, supervision, and accounting. Annette provides support to other Thoma team members, and coordinates the marketing and administration of various programs, including housing rehabilitation, sidewalk replacement, and septic and well replacements. She is responsible for qualifying program applicants, coordinating and processing funding drawdowns, completing financial reports, and ensuring proper maintenance of program records and applicant files.

Pam LeFever

Pam LeFever
Pam, a long-time resident of Virgil, New York, has been part of the Thoma team since 1987. She attended Tompkins Cortland Community College, where she earned an A.A.S. degree in accounting. Pam provides bookkeeping services for Thoma, as well as for our customers' programs and loan portfolios. She has expertise in managing payables/receivables, preparing financial statements, encumbering contracts, preparing bills and customer abstracts, monitoring loan repayments, and completing federal and State financial reports. Pam routinely interfaces with our customers' banks, clerks, and bookkeepers and ensures that all program financial requirements are met.
